King's Dream Business Consulting and Public Advisors Group Named Apparent Successful Bidder for HCA Tribal Health Care Contract

King's Dream Business Consulting has been named an Apparent Successful Bidder by the Washington State Health Care Authority — teaming with Public Advisors Group to bring strategic planning expertise to Tribal-focused health care consulting across the state. Here's what the win means, who our partner is, and what comes next.

Named an Apparent Successful Bidder

King's Dream Business Consulting has been named an Apparent Successful Bidder (ASB) by the Washington State Health Care Authority (HCA) under Procurement 2026HCA7, the agency's Request for Qualifications and Quotations for as-needed Tribal Focused Health Care Consulting — covering project management, engagement, coordination, and native artistry across numerous areas of expertise supporting Tribal governments and Urban Indian Health Programs statewide.

King's Dream is serving as the prime contractor on this award, and has been assigned to Category 2: Strategic Planning, one of several specialized consulting categories under the RFQQ. To deliver on that category, King's Dream is partnering with Public Advisors Group (PAG), a Pacific Northwest consulting firm with deep experience in government program design and policy execution.

As the RFQQ defines it, an Apparent Successful Bidder is the entity selected to perform the anticipated services, subject to completion of contract negotiations and execution of a written contract — so this news marks the start of that process, not its finish.

Why This Work Matters

Contracts like this one trace back to a promise made in treaty after treaty in the 1800s: in exchange for land ceded to the United States, the federal government agreed to provide health care to Native nations. The Supreme Court's 1831 decision in Cherokee Nation v. Georgia cast that promise as an ongoing federal trust responsibility, later written into law through the Snyder Act (1921) and the Indian Health Care Improvement Act (1976). Despite that century-old commitment, American Indian and Alaska Native communities still face some of the widest health disparities in the country, and the Indian Health Service has long been funded well below actual need.

Washington State's HCA created this RFQQ to help close that gap at the state level — building dedicated, culturally grounded strategic planning capacity alongside Tribal governments and Urban Indian Health Programs, rather than leaving that work to chronically strained federal channels alone. That's the history King's Dream and Public Advisors Group are stepping into with this contract.

What Category 2: Strategic Planning Means

Under the RFQQ, Strategic Planning work orders task the ASB with establishing connections, coordinating communications and meetings, creating workgroups, and facilitating group planning sessions to develop strategic plans on behalf of HCA. That work means engaging directly with Tribal governments, Urban Indian Health Programs, and Tribal organizations for feedback, then partnering with HCA to finalize the resulting plans — potential topics range from AI/AN opioid response planning and Tribal crisis planning to Medicaid transformation state planning and the Governor's Indian Health Advisory Committee's strategic plans.

King's Dream brings direct, documented experience to that scope. In 2020, the firm was contracted by the Skokomish Indian Tribe's Community Development Office to build the Tribe's COVID-19 emergency operations website — work that required rapidly assessing the Tribe's communication infrastructure, coordinating across eight Tribal departments, and developing a strategic framework under the Tribe's own sovereign contracting process, reviewed by Tribal leadership and governed by Tribal law from start to finish. King's Dream has since managed the full strategic-planning lifecycle for a 15-month, $347,000 Washington State Department of Commerce grant program, and co-developed the coalition and reporting structure behind the ConnectWA Digital Navigator certification program, which served tribal and underserved communities statewide.

About Our Partner: Public Advisors Group

Public Advisors Group (PAG) is a Pacific Northwest consulting firm based in Lake Oswego, Oregon, led by Principal Consultant Spencer Karel, JD, MBA. On this contract, PAG is providing policy and legislative alignment, grants compliance, and program documentation support — research to align King's Dream's strategic plans with Washington State health policy frameworks, compliance review, and state agency partnership advisory work.

What's Next

Being named an Apparent Successful Bidder starts the contracting process — it doesn't finish it. King's Dream and HCA still need to complete contract negotiations and execute a written agreement before any Work Orders can be issued. The estimated contract period runs from August 31, 2026 through June 30, 2031, with the option to extend up to five additional years.

Once a contract is in place, King's Dream and Public Advisors Group will begin accepting Work Orders under Category 2, working directly with HCA, Tribal governments, and Urban Indian Health Programs across the state to develop the strategic plans this contract calls for.

The Bottom Line

This is an early milestone in what could become a five-year (or longer) partnership serving Tribal governments and Urban Indian Health Programs across Washington State — and a validation of the strategic-planning work King's Dream has already been doing in Tribal and underserved communities.
